Per the following information, the City of Plantation Council approved construction of phase “A” on January 24th, 2018 for the Park East water main project. I have attached a phasing map FYI as this is a 5 year project. We will have a Utility Department repres3entative attending your next home owners meeting scheduled for 7:00PM on February 20, 2018 at the Jim Ward Center. We estimate the construction to begin near the end of March, 2018. We are looking forward to meeting with the homeowners on February 20th. Subject: Breezeswept Park – Park East Water Main Project
Request for approval and authorization to execute a contract with JVA Engineering Contractor, Inc for “Watermain Replacement Phase A – Breezeswept Park Estates” as described in ITB No. 033-17 for an amount not to exceed $1,597,772.13.
Request for approval and authorization to execute a contract with JVA Engineering Contractor, Inc. for “Watermain Replacement Phase A- Breezeswept Park Estates” as described in ITB No. 033-17 for an amount not to exceed $1,597,772.13.
The water mains, water services and fire protection in the portion of the Breezeswept Park Subdivision Phase A, have exceeded their useful life expectancy and must be replaced. Based on age and material during the time of original installation are also factor for this replacement need. Sample sections have been removed and evaluated confirming the deterioration of the mains in addition to documented breaks in the system.
Staff solicited sealed bids in response to an Invitation to Bid No. 033-17 pursuant to Sections 2-226(c) and 2-220(e) of the City Code. This solicitation incorporated the City’s local business preference requirements pursuant to section 2-227 of the Code. On November 14, 2017 twelve (12) sealed bid proposals were opened. Copies of the twelve (12) bid submittals are attached for your review.
The numerical results are as follows:
The Procurement Division reviewed the apparent low bidder for “responsiveness”. After careful consideration of all information provided, Procurement Division Staff has concluded that JVA Engineering Contractor, Inc has submitted the lowest, responsive bid proposal.
Utilities Department staff and the Engineer of Record (Winningham and Fradley) performed an evaluation of the lowest, responsive bid submittal to ascertain if the bidder is “responsible”. After careful consideration of all information provided by the bidder. The Utilities Department Staff and the Engineer of Record concluded that JVA Engineering Contractor, Inc. has submitted the lowest responsible bid proposal.
Based upon the foregoing bid evaluation, Utilities and Procurement staff recommends approval to award a contract for Watermain Replacement-Phase A Breezeswept Park Estates as described in ITB No. 033-17 to JVA Engineering Contractor, Inc. for an amount not to exceed $1,597,772.13. This item is now ready for City Council consideration.
